2020 Building Code Modification Update

Florida Building Commission

On August 13, 2019 the Florida Building Commission met to review the Technical Advisory Committee recommendations on the proposed 2020 Florida Building Code Modifications.

Throughout the 2020 Building Code Modification process FSPA Government Affairs Team engaged the Swimming Pool TAC, the Florida Building Commission and industry stakeholders on the following proposed code modifications and FSPAs own proposed code modifications:

 

Modification: SW8327

Summary: Sets construction standards for Artificial Lagoons

Status: Approve by the Florida Building Commission as Modified

Explanation: Originally FSPA supported this modification as it was originally submitted, due to several concerns about alternate provisions proposed by artificial lagoon developer. After the Swimming Pool Technical Advisory Committee meeting on July 9th FSPA engaged in multilateral negotiators with Crystal Lagoons (the main artificial lagoon developer), and the Florida Department of Health to reach an agreement on artificial lagoons construction standards. FSPA focused on including standards that impact bather safety and water quality. Ultimately FSPA, Crystal Lagoons, and the DOH agreed on set of construction standards that will ensure bather safety at these facilities. Read the approved regulations HERE

 

Modification: SW8341

Summary: Sets out construction standards for collector tanks, specifying that the finish be slip resistant.

Status: Approve by the Florida Building Commission as Modified

Explanation: FSPA originally opposed this modification at the March Swimming Pool TAC meeting. However, through working with the author of the modification to remove the requirement that the collector tank interior finish be slip resistant, FSPA was able to support alternate language to the modification at the July 9th meeting and support adoption by the Florida Building Commission on August 13th.

 

Modification: SW7798

Summary: Codify a declaratory statement that requires IWF square footage to be included when calculating number of sanitary fixtures needed at a public pool.

Status: Approve by the Florida Building Commission as Modified

Explanation: FSPA originally opposed this modification at the March Swimming Pool TAC meeting because the modification would have made the addition of IWFs cost prohibitive in some circumstances. FSPA worked with interested parties and submitted alternate language to this modification that would only require an additional unisex bathroom if the addition of an IWF put the total square footage of a public pool over 2500 square feet. The Swimming Pool TAC accepted FSPA’s alternate language on July 9th.  At the August 13, 2019 Florida Building Commission Meeting the proposal was modified to include a bathing load limit of 20 bathers per unisex bathroom under this fixture count exemption, FSPA supported this addition.

 

 

FSPA Proposed 2020 Code Modifications

Code Modification SW7656

Status: Approve as Modified by the Florida Building Commission

This proposed modification addresses gravity suction on vacuum lines and is intended to prevent injuries (typically to children) by removing the direct suction line out of the pool. There have been numerous accidents resulting in serious injuries where people have gotten limbs and other appendages stuck in the vacuum port. Oftentimes this has led to the pool wall being cut out in order to free the person.  The locking cover that is supposed to protect the vacuum port is poorly designed and requires an adapter in order to insert the vacuum hose. The adapter is frequently lost and if the cover is removed, the vacuum hose fits. This leads service personnel to loosen the cover for ease of removal which then frequently gets lost. It is responsible for many safety violations cited each year by the Department of Health, with 1400 violations cited last year.

 

Code Modification SW7681

Status: Approve as Modified by the Florida Building Commission

This proposed code modification adds the year—2011-- to the referenced standard for ANSI/APSP- 16-11 American National Standard for Suction Fittings for Use in Swimming Pools, Wading Pools, Spas and Hot Tubs.

 

Code Modification SW7658

Status: Approve as Submitted by the Florida Building Commission

This code modification reinstates 12-inch step riser height for resurfacing projects. Currently, there are older pools that are still in use that were built with 12- inch step risers. When the pools are being resurfaced, the costs to make the step rises comply with 10- inch risers is cost-prohibitive. These risers were approved when the steps were originally built.

 

Code Modification SP7680

Status: Approve as Modified by the Florida Building Commission

This code revision specifies the location, anchoring and safety requirements to resist flood forces and prevent flotation for equipment for pools, spas and water features located within a floodplain.

 

Code Modification SP8094

Status: Approve as Modified by the Florida Building Commission

This modification specifies the location, anchoring and safety requirements to resist flood forces and prevent flotation for pool, spa and water feature equipment.
